Clean Energy Transition (CET) Partnership
The Clean Energy Transition Partnership (CET Partnership) is part of the Horizon Europe framework and is an excellent funding opportunity if you are active in the energy sector. With a public funding budget of €75 million, the CET Partnership targets small to medium-sized projects driving the climate transition.
Aligned with the EU’s goal of climate neutrality by 2050 under the European Green Deal, the CET Partnership is co-funded by Horizon Europe and 30 participating Member States. It supports projects focused on energy efficiency, renewable energy adoption, and decarbonization of energy-intensive industries while ensuring a fair and inclusive transition.
Through annual calls, the CET Partnership funds collaborative R&D and innovation projects involving public, private, and academic sectors.
Focus For the CET Partnership 2025 Call
The 2025 Call is the fourth in the series, supporting projects that accelerate clean energy development and integration. It includes ten thematic modules covering key challenges such as:
* Multi-vector integration (electricity, gas, heat, fuels)
* Energy system flexibility and storage
* Advanced renewable power technologies
* Carbon capture, utilisation and storage (CCUS)
* Hydrogen and renewable fuels
* Heating and cooling solutions
* Industrial and regional system integration
* Clean energy in buildings
Projects must address at least one module and align with CET Partnership goals, including circularity, just transition, open science, and gender equality.
Who Can Apply for the CET Partnership
Project consortia must include at least three independent partners from three different participating countries, of which two must be EU Member States or Horizon Europe Associated Countries.
Projects can range in size, but typical funding requests fall between €0.5 million and €5 million, and the maximum project duration is 36 months.

Grant Size & Project Details
The application process for the CET Partnership is structured in two stages. Both stages will be evaluated based on their technological innovation, commercial impact, contribution to the module’s expected impacts, consortium quality and efficiency of the implementation.
Total budget: 0.5-5M€. Moreover, one partner's total effort in the project consortium can be max. 60%, and partners from one country/region can contribute up to 75% of the total project efforts.
Project duration is between 12 and 36 months, with grants per partner reaching €1M.

Deadlines & Evaluation Criteria
Stage 1 - Pre-proposals: A concise document (max 10 pages) outlining the project concept, partnership, and relevance to the selected module.
Deadline: 9 October 2025
To be considered for funding, the pre-proposal must be invited to the stage 2.
Stage 2 - Full proposals: Invited applicants submit a full proposal (max 30 pages) detailing the work plan, budget, methodology, and impact strategy.
Opens: 9 January 2026. Deadline: 12 March 2026.
Final selection: June 2026. Project start: September-December 2026.
